Monitor a broad range of Federal and State issues that affect the valuation community to ensure legislative and regulatory changes do not threaten the role and responsibility of the valuation industry while ensuring its economic success. The Government Affairs Committee will develop a plan of engagement of how the collective influence of the diverse membership of the CRN can influence positive outcomes for the valuation community.
Chair: Ernie Durbin
Ernie Durbin is Chief Valuation Officer at Clarocity. As CVO, Durbin leverages the strengths of Clarocity’s technologies and develops new solutions for the valuation industry. Durbin has been instrumental to the invention of technology and methodologies that power Clarocity’s proprietary valuation products. Additionally, Durbin has leveraged his 35+ years of real estate valuation experience to expand Clarocity Valuation Services into portfolio review and due diligence.
Durbin and Associates Inc. specializes in identifying and solving complex residential valuation problems in the Greater Cincinnati Area. Complex valuation services include specialized appraisals such as: relocation, review, REO, and forensic assignments.
Personally emphasizing Relocation, Ernie is a long time member of Worldwide ERC© holding their CRP designation since its inception in 1990. Ernie is also a member and serves on the board of directors of Relocation Appraisers and Consultants (RAC), a nationwide organization of independent professionals who have distinguished themselves as leaders of the Employee Relocation Industry.
Ernie Durbin also holds the SRA and AI-RRS designations from the Appraisal Institute. With the Institute he has served on several special projects as well as a residential experience screener. At the national level, Ernie was a former member of the Appraisal Practices Board of The Appraisal Foundation. He also serves on the Industry Advisory Council (IAC) of the Appraisal Foundation. Ernie is on the Executive Council of the Collateral Risk Network (CRN), a network of “thought leaders” within the valuation profession. Members of the CRN elected Durbin to receive the 2018 Valuation Visionary award. The Valuation Visionary award is in recognition of a collateral valuation professional who has demonstrated outstanding leadership, innovation, and professionalism. Winners are nominated by their peers within the Collateral Risk Network.
Ernie Durbin is married to Velina, and they have four children ranging in age from 22 to 32.
Vice-Chair: Cindi Harris

Cindi Harris is an entrepreneurial innovator and change agent through People Move Mountains Consulting & Harris Real Estate Valuation. Prior to this she was the Senior Vice President of Operations and Quality Control for Valuation Connect. Cindi’s role had direct accountability for overall AMC performance and panel management. Cindi is a valuation industry expert who also recently served as the Chief Appraiser and General Manager for Computershare Valuation Solutions. Her prior role was running national Operations and Quality Control for Solidifi, US. Cindi has been a certified residential appraiser for 26 years and has held certifications in 7 states. Over the course of her career she performed thousands of appraisals, has led teams of fee and review appraisers, acted as a Due Diligence manager, and co-founded a national Appraisal Management Company, Quality Valuation Services, serving as the Chief Operating Officer for 6 years. Cindi’s experience includes working for Bank of America, Washington Mutual, and Fremont Investment and Loan.
